Is there a fee?
Yes, for those who don't have a contract with another port or with waste management company. On april 2021 all the ship that enters the port will be taxed for waste management to follow the EU directive 2019 883. E.g 1000€ for a 360 ship.
Is there any limitation (e.g. forbidden type of waste)
No prohibited waste, but ships must give advance notice for large or very specific types of waste.
