Is there a fee?

Yes, the fee are included in the port taxes according to the tonnage of the ship

Is there any limitation (e.g. forbidden type of waste)

For liquid waste, the ship must get in touch with aprooved companies. The port doesn't directly manage liquid waste.

https://www.haropaports.com/fr/lehavre. Taxation act as an incentive as there is no money to spare with a bad management of the wastes. There is an information given to all the ships on where to find the Marpol collect points. There is a poster campaign in the port facilities
