Is there a fee?

Yes, they are included in the port taxes. All the ship entering the port pays this tax which is calculated according to the tonnage and the route of the ship.

Is there any limitation (e.g. forbidden type of waste)

Waste hydrocarbons are only accepted in small quantities.

http://www.brest.port.fr. Taxation act as an incentive as there is no money to spare with a bad management of the wastes. There is an information given to all the ships on where to find the Marpol collect points. All the ships have to declare their waste when they enter and leave the port.
